Transportation Conformity

Transportation conformity is required by the Clean Air Act section 176(c) (42 U.S.C. 7506(c)) to ensure that federal funding and approval are given to highway and transit projects that are consistent with ("conform to") the air quality goals established by a state air quality implementation plan (SIP). Conformity, to the purpose of the SIP, means that transportation activities will not cause new air quality violations, worsen existing violations, or delay timely attainment of the national ambient air quality standards.

Congestion Management Process

A Congestion Management Process (CMP) is a process for managing congestion that provides information on transportation system performance. It recommends a range of strategies to minimize congestion and enhance the mobility of people and goods. The CMP analyses the regional transportation network , identifies congested corridors, and develops strategies to minimize congestion. It also evaluates strategies for both their anticipated and experienced effectiveness. 

The El Paso MPO is required to maintain a Congestion Management Process as part of of its ongoing transportation planning process. The CMP is required to be developed and implemented in all Transportation Management Areas (TMAs)- urbanized areas with a population over 200,000.

The process model for congestion management recommended by the federal regulations as presented in the Congestion Management Process Guidebook, provides an outline for an objectives-driven, performance-based approach consisting of eight elements: 

  1. Develop regional objectives
  2. Define the CMP network
  3. Develop multimodal performance measures
  4. Collect data and monitor system performance
  5. Analyze congestion problems and needs
  6. Identify and assess strategies
  7. Program and implement strategies
  8. Evaluate strategy effectiveness

An analysis of the congested segments was developed as part of the ongoing data collection and analysis required to support the CMP. Sixteen arterial segments and eight highway segments were evaluated based on various performance measures and are presented in the segment performance analysis report. As part of this analysis, a segment profile was developed for each corridor. The segment profile includes basic corridor characteristics, summary data, location map, and a congestion scan.

The El Paso Metropolitan Planning Organization (EPMPO) is updating the 2052 Metropolitan Transportation Plan (MTP) and the 2027 – 2030 Transportation Improvement Program,(TIP) and we invite you to review the draft plans, ask questions, and share your feedback. 

What is the MTP? 

The MTP is the region’s long-range transportation plan. It serves as a guide that helps identify transportation priorities for the region and includes recommendations for projects, programs, and policies across all modes of travel, including driving, biking, walking, and public transit from 2026 through the horizon year of 2052.   LINK TO FILES

What is the TIP? 

The TIP is a fiscally-constrained short-range program of transportation improvements for EPMPO’s planning area that implements the adopted MTP. The Draft 2027 – 2030 TIP covers fiscal years 2027 – 2030. LINK TO FILES

Metropolitan Transportation Plan

The Metropolitan Transportation Plan (MTP) or Long-Range Transportation Plan (LRTP): In metropolitan areas, the transportation plan is the statement of the ways the region plans to invest in the transportation system. Per the federal regulations, the plan shall “include both long-range and short-range program strategies/actions that lead to the development of an integrated intermodal transportation system that facilitates the efficient movement of people and goods.”

The plan addresses, for example:

  • Policies, strategies, and projects for the future;
  • A systems level approach by considering roadways, transit, non motorized transportation, and intermodal connections;
  • Projected demand for transportation services over 20 years;
  • Regional land use, development, housing, and employment goals and plans;
  • Cost estimates and reasonably available financial sources for operation, maintenance, and capital investments (see Part II section on Financial Planning and Programming); and
  • Ways to preserve existing roads and facilities and make efficient use of the existing system.

The MTP and the long-range statewide transportation plan must be consistent with each other. The MTP must be updated every five years in air quality attainment areas or every four years in non attainment or maintenance areas. MPO’s should make special efforts to engage interested parties in the development of the plan. Finally, in cases where a metropolitan area is designated as a non attainment or maintenance area, the plan must conform to the SIP for air quality. An updated MTP and corresponding transportation conformity determination will be required by November 4, 2026.

Transportation Improvement Program

In the Transportation Improvement Program (TIP), the MPO identifies the transportation projects and strategies from the Metropolitan Transportation Plan (MTP) that it plans to undertake over the next four years. All projects receiving federal funding must be in the TIP. The TIP is the region’s way of allocating its limited transportation resources among the various capital and operating needs of the area, based on a clear set of short-term transportation priorities. Under federal law, the TIP:

  • Covers a minimum four-year period of investment;
  • Is updated at least every four years;
  • Is realistic in terms of available funding and is not just a “wish list” of projects (this concept is known as fiscal constraint)
  • Conforms with the SIP for air quality in non attainment and maintenance areas;
  • Is approved by the MPO and the governor; and
  • Is incorporated directly, without change, into the Statewide Transportation Improvement Program (STIP). The TIP and the STIP must be consistent with each other.

The TIP must be updated every five years in air quality attainment areas or every four years in non attainment or maintenance areas. MPO’s should make special efforts to engage interested parties in the development of the plan. Finally, in cases where a metropolitan area is designated as a non attainment or maintenance area, the plan must conform to the SIP for air quality

Unified Planning Work Program

The Unified Planning Work Program (UPWP) is a two-year transportation planning work program detailing transportation planning, programs and services (work) to be performed by the El Paso Metropolitan Planning Organization (MPO) in support of the “3C” planning process whereby issues and projects are evaluated continuously, comprehensively, and cooperatively. It contains a listing of planning projects, programs and services performed by public and private transportation planning agencies and partnerships whose projects will have a regionally significant impact in the El Paso MPO region. The UPWP is an instrument for coordinating metropolitan transportation and air quality planning activities in the region.
